On day 28 of the longest government shutdown in U.S. history, Senate Democrats, in an effort to force a vote on a bill to reopen the government, continued to block a bill that would extend military assistance to Israel, put new sanctions on Syria, and urge state and local governments to oppose economic boycotts of Israel.
