The Senate changed a chamber rule, using the "nuclear option", reducing debate time from 30 hours to two hours for district court judges and executive nominations below Cabinet level. Lawmakers also confirmed the nomination of Jeffrey Kessler to be an assistant secretary in the Department of Commerce, and voted to advance the judicial nomination of Roy Kalman Altman for the Southern District of Florida.
