Rule provides for consideration of H.R. 820 with 1 hour of general debate. Previous question shall be considered as ordered without intervening motions except motion to recommit with or without instructions. After general debate the bill shall be considered for amendment under the five minute rule and to consider as an original bill the amendment in the nature of a substitute recommended by the Committee on Transportation and Infrastructure now printed in the bill. The Chairman of the Committee may postpone votes and to reduce voting time to five minutes on a postponed question if the vote follows a fifteen minute vote. Measure will be considered read. Bill is open to amendments. Members who have preprinted their amendments in the Congressional Record will be given priority to offer their amendments.
