Rule provides for consideration of H.R. 99 with 1 hour of general debate. Motion to recommit with or without installowed. Waives clause 4(a) of Rule XIII (requiring 3 day layover of report) and sections 302(f)(prohibiting consideration of legislation providing new budget authority in excess of 302(b) allocation and 303(a)(prohibiting consideration of legislation providing new budget or contract authority until the budget resolution has been agreed to).
