Previous question shall be considered as ordered without intervening motions except motion to recommit with or without instructions. Measure will be considered read. Bill is closed to amendments. After passage of H.R. 3660, it shall be in order to take from the Speaker's table the bill S. 1692 and to consider the bill in the House.
