DEBATE - The House proceeded with 10 minutes of debate on the Rahall motion to recommit with instructions, pending reservation of a point of order. The instructions contained in the motion seek to require the bill to be reported back to the House with an amendment to prohibit air carriers from charging a fee for four or fewer items of baggage checked by a member of the Armed Forces who is traveling in scheduled air transportation on official military duty.
