The instructions contained in the motion seek to require the bill to be reported back to the House forthwith with an amendment to insert language clarifying tax provisions applicable to defined major integrated oil companies. The amendment would also add a new section to the bill prohibiting the legislation from requiring the Secretary of the Interior to allow energy development that would negatively impact land that is identified by the Secretary, in consultation with affected Indian tribes, as a Native American sacred site or cultural site.
