Mr. ENSIGN. I appreciate that. Maybe we can have Dr. Barrasso jump in. I have a good friend who practices obstetrics and gynecology in Las Vegas, and he is a specialist in high-risk pregnancies. Because of the messed up medical liability situation, his insurance company limited the number--the same as Senator Sessions was talking about--limited the number of high-risk deliveries he could participate in. So if you are one of the unfortunate ones who got cut off--in other words,
he had reached his cap of the number he could actually deliver, and you are a woman who has a high-risk pregnancy--there may not be one of the specialists around. Now you have to deal with just the normal OB who may not have the expertise.
What does that do to not only the practice of obstetrics but, as an orthopedic surgeon, I am sure this kind of example plays out in many other areas in medicine?
