Vice President Gore and Secretary Riley announced an initiative on student loan interest rates for higher education intended especially to help working families. Sec. Riley described increases in Pell grants, direct loans, the $1,500 Hope Scholarship and a $1,000 lifetime learning tax credit. V.P. Gore stressed the need for this initiative and the competition the U.S. has with other nations in education and described the interest rates for the new loans. Before he left, the vice president answered a question about the United Nations-Iraq agreement. close
