David Schippers, Chief Republican Investigative Counsel, presented the majority opinion by recounting the events of President Clinton’s relationship with Monica Lewinsky. He argued that the events displayed a pattern of lies, witness tampering, obstruction of justice and abuse of power. To prove his case he used video tapes of President Clinton’s testimony in the Paula Jones case, the president’s grand jury testimony, as well as telephone and other physical records. close
