House Judiciary Committee members voted to pass the fourth article of impeachment against President Clinton charging him with abuse of power. Members then proceeded to debate an alternative joint resolution which would censure President Clinton for “reprehensible conduct with a subordinate” and dishonoring the office of the president. This resolution did not pass and the articles were referred the Committee of the Whole House. close
