The panelists discussed whether or not to send U.S. troops to Kosovo as part of a NATO mission to break up a civil war in the former Yugoslavia. In the first panel, Jeanne Kirkpatrick and former Senator Bob Dole (R-KS) supported the Clinton administration in their plan to send the troops. Henry Kissinger opposed sending U.S. troops since the situation in Kosovo could become similar to the Vietnam War for America. In the second panel, Shirley Cloyes and Ilir Zherka supported sending troops to Kosovo. They both referred to the war as genocide. Doug Bandow spoke against sending troops to Kosovo. He stated that the war did not constitute genocide. close
