President Clinton told reporters that he had dispatched envoy Richard Holbrook in a “last ditch” effort to get the Serbians to agree to a peace accord signed by the Kosovo Liberation Army. He said that if the effort failed NATO would launch air strikes against the Serbian forces to prevent the tensions from spreading throughout the region. close
