In an excerpt from the Senate floor, members considered amendments to S.J.Res.332 Flag Desecration Prevention Act. Two of the amendments would call for a new statute. One statute would prohibit the burning of the flag and another would take jurisdiction over flag burning issues away from the federal courts. Two other amendments would call for a narrowly-interpreted constitutional amendment to prohibit flag burning. The Senate voted 58-42, falling short of the two-thirds majority necessary to pass a constitutional amendment. close
