The House passed S. 695 to promote excellence in American education by a voice vote, after substituting the language of H.R. 5115 as previously passed by the House. The House adopted H.Res. 435 to consider H.R. 1180, for housing programs reauthorization, and later debated the expansion of existing federal housing programs. The House passed H.J. Res. 7 to repeal an obsolete rule of Congress relating to the sine die adjournment of Congress. The House continued consideration of H.R. 3950, the Food and Agricultural Resources Act of 1990. The House agreed to the Gejdenson amendment by a voice vote. The amendment establishes responsibilities for the USDA and AID and creates a food donation program on a government-to-government basis. The House agreed to the Glickman amendment to the Gejdenson amendment. The amendment prohibits credit guarantees to countries with a pattern of human rights violations, acquiring chemical weapons or supporting international terrorism. close
