William Black, general counsel for the Western Region Office of Thrift Supervision, testified before the Senate Ethics Committee about the actions of five U.S. senators on behalf of Charles Keating, Chariman of the Lincoln Savings and Loan. Mr. Black said that pressure from an aide of Sen. Alan Cranston caused enforcement delays that meant larger losses for investors and ultimately taxpayers . Mr. Black also described the April 2, 1987 meeting with Edwin Gray and the “Keating Five,” saying that Keating had “set up the meeting to be intimidating.” close
