Justice officials testified about President Clinton’s decision to grant clemency to several Puerto Rican nationalists involved in terrorist incidents in the late 1970s and early 1980s. At issue were several documents showing that the nationals did not personally apply for clemency, rather the Justice department proceeded at the urging of supporters. Several times the witnesses responded to questions about the decision-making process by invoking executive privilege, sparking several heated discussions. close
