Lieutenant General Kelly and Admiral McConnell updated reporters in the Pentagon on recent developments in the Persian Gulf. Lt. Gen. Kelly reaffirmed the 80 percent success rate of U.S. air sorties estimated by U.S. intelligence, but would not elaborate on damage inflicted by U.S. air strikes on targets in Iraq. He predicted that a protracted ground war, one that would last months or years, would be avoided by the continuation of the air campaign. Lt. Gen. Kelly also downplayed the effect of SCUD missiles on the overall offensive campaign against Iraq. Mr. Williams continued the administration’s call for an investigation of American and allied P.O.W.'s in Iraq by a neutral international Red Cross team to ensure the enforcement of the standards of the Geneva Convention concerning humane treatment of P.O.W.'s. close
