In a news briefing for reporters on events in the Persian Gulf war, Lt. Gen. Kelly announced there were 503,041 military personnel in the Persian Gulf “theater,” and SCUD missile launchings by Iraq appeared to be slowing down, a favorable sign that the Iraqi war machine was slowing down. He said Iraq’s Republican Guards, their elite fighting troops, were taking heavy damage, despite a New York Times article that claimed the contrary. Mr. Williams announced the Department of Defense had agreed to defer payment on the balance of a $1.3 billion contract with the military suppliers McDonnell/Douglas and General Dynamics which had been canceled for lack of performance on the A-12 warplane. close
