Mr. Greenspan introduced Ms. Thatcher as “one of the best friends this nation has ever had.” Ms. Thatcher spoke of the two great victories in which the United States was instrumental: former President Reagan’s victory over communism in the Cold War and President Bush’s victory over aggression in the Persian Gulf. She talked about past Western military and domestic policies. “In the battle of ideas, we had all but ceased to aim at furthering freedom, and we had settled for containing communism. Every such crisis is ultimately a crisis of the spirit,” said Ms. Thatcher. She also spoke of current post-war policy, arms control in the Middle East, and the NATO alliance. close
