Mr. Williams spoke to reporters in the Pentagon to announce the Bush administration’s relief program for Iraqi refugees in northern Iraq. The relief program, nicknamed Operation Desert Support, planned to set up temporary relief stations surrounded by temporary encampments in northern Iraq for the refugees, who are fleeing persecution from the Iraqi government. Ground forces moved into northern Iraq on April 17 to lay out the encampments. The relief program was meant for the approximately 600,000 refugees camped along the Turkish border, but was not designed to include the approximately one million more who are moving into Iran. The length of time the refugees were expected to inhabit the encampments was unknown. close
