In the first panel representatives of the intelligence community described the status of efforts to maximize recruitment programs, hiring, and retention of ethnic and culturally diverse persons.

In the second panel witnesses from outside the intelligence community and U.S. government gave their perspectives on how their organizations addressed similar issues. They also suggested many changes. close
