Representative Sam Johnson (R-Texas) was administered the oath of office by the Speaker. The Committee on Appropriations received permission to have until midnight to file reports on two bills: one regarding military construction and another regarding energy and water development in the United States. The House passed H.R. 2100, to authorize appropriations for the Department of Defense over the next two fiscal years. The House agreed to the conference report on H.Con. Res. 121, revising the congressional budget for the United States for the fiscal year 1991 and setting forth the congressional budget for the next five fiscal years. The House agreed to the conference report of H.R. 2251, making dire emergency appropriations from contributions of foreign governments for victims of the Persian Gulf war.
