The House continued consideration of H.R. 488, which set forth the congressional budget for fiscal years 1991 through 1995. Although many representatives found certain aspects of the budget proposal unappealing, they agreed that the budget had the national interest in mind. By a yea and nay vote of 179 yeas to 254 nays, the House failed to agree to the conference report on H. Con. Res. 310, setting forth the congressional budget for the United States Government for the fiscal years 1991, 1992, 1993, 1994, and 1995. H.R. 488, providing for the consideration of the conference report, was agreed to earlier by a recorded vote of 339 ayes to 94 noes. close
