A State Department official and humanitarian aid organization representatives described their concerns over the security of humanitarian aid workers operating for non-governmental organizations (NGOs). Military forces used to protect aid workers, but the concept of war and “enemies” has changed very much since the end of the Cold War. Topics included international humanitarian law and definitions of humanitarian aid. The panelists answered audience members' questions.
