He said the five conditions under which economic sanctions may be lifted under the Comprehensive Anti-Apartheid Act of 1986 had not been fulfilled, and the lifting of sanctions violated the letter and the spirit of the law. Rep. Dellums recited the five conditions of the 1986 law and discussed the shortfall between the actions of the South African government and the spirit of the 1986 law. He said the Bush administration had clearly never favored sanctions, and acted to lift sanctions within a narrow definition of the conditions when the opportunity arose. He said the most likely option for opponents of the lifting of sanctions may be to create a South Africa watchdog group to ensure the continued progress toward democracy.
