President Bush, in the first of three speeches on U.S. foreign policy, talked about efforts to combat terrorism and military operations in Iraq. In his remarks he acknowledged the growing sectarian violence in Iraq, the threat of improvised explosive devices (IEDs), and said he hoped to turn over control of most of the country to Iraqi security forces by the end of the year. He also accused Iran of aiding bomb makers in Iraq and said he would continue to internationally isolate Iran for its actions.

President Bush had previously resisted mentioning any possible timelines for transfer of security operations, but repeated his pledges to stay the course in Iraq. close
