President Bush spoke to reporters in the Rose Garden and said that he would not sign a new eavesdropping bill if it did not grant retroactive immunity to U.S. telecommunications companies that helped conduct electronic surveillance without court orders. He also detailed criteria that the bill must meet before he would sign it, saying it must “ensure that protections intended for the American people are not extended to terrorists overseas who are plotting to harm us.” He also talked about a resolution on Armenian “genocide” that he said would damage relations with Turkey. close
