The first witness, testifying on behalf of the Bush Administration, stated that based on studies conducted by the Department of Transportation and EPA, the Administration proposes raising standards
to 31.6 mpg by 2015. Committe Chairman Markey stated that the figures used in the studies were flawed, as the analysis used a projection cost of $2.42 per gallon of gas in 2016 when the current cost per gallon is over 50 percent higher.
Witnesses on the second panel testified on the possibilities for electric
cars. A Nissan senior vice president said that his company plans a fully electric
vehicle ready for mass-market sales by 2012.
