The subcommittee heard testimony on proposed regulations on broadcasters that would mandate low advertising rates for political campaign advertising on television and radio. Another bill discussed by the subcommittee, H.R. 2161, would require television broadcasters to allow eight hours of free air time to political parties, with equal amounts of time going to each party. The regulations would be part of an overall effort toward campaign finance reform that would attempt to allow lesser funded candidates to compete on an equal level with wealthy or incumbent opponents. close
