The House of Representatives debated H.R. 3040, the Unemployment Insurance Reform Act of Fiscal Year 1991. The $6.3 billion bill would extend unemployment benefits for additional weeks for unemployed workers in certain states, based upon the total unemployment rate in each state averaged over the previous six months. close
