In this excerpt from the House of Representatives proceedings, members debate the Deposit Insurance and Regulatory Reform Act of 1991 (H.R. 6). The bill would increase the FDIC’s line of credit from $5 billion to $30 billion to cover failures of federally insured banks. H.R. 6 would end the FDIC “too big to fail” policy. Following the debate on the bill, the House debated a motion by Rep. Michel (R-IL) to recommit the bill to committee. The motion failed 158-243. close
