The U.S. House of Representatives began debate on a conference agreement to the Surface Transportation Act. The meausure allots approximately $151 billion in funding for transportation, including a proposed national highway system, and about $32 billion for mass transit. The bill also implements a surface transportation program permitting states to spend alloted funds on their choice of transit and highway programs. The House passed the Transportation Conference Report by a vote of 372 to 47. close
