Secretary Baker spoke with reporters in the White House Briefing Room about the recent political and economic changes in the Soviet Union. On Monday, the leaders of Russia, Ukraine, and Byelorussia proclaimed a commonwealth of independent states, to replace the Soviet Union. In the past few days, leaders of various Soviet republics have said that they will join that commonwealth. Secretary Baker discussed the administration’s view of the changes in that country, and talked about his plans to visit the Soviet republics. close
