CR pp. S3935-S4069. The Senate passed H. Con. Res. 268, Setting forth the congressional budget for the U.S. Government for fiscal years 1989, 1990, and 1991. In considering whether particular nations should be subjected to a reduction in U.S. aid under section 481(h) of the Foreign Assistance Act of 1961 (those falling under the definition of "major drug transit countries") the Senate agreed to certify Mexico and Haiti as such, but refused to certify the Bahamas. The Senate began consideration of S. 237, the Integrity in Post Employment Act, to prevent former government employees from attempting to influence the government. close
