Leon Panetta testified for a second day about his nomination to be director of the Central Intelligence Agency (CIA). In his testimony he retracted a statement made during the first day of hearings that the Bush administration had transferred prisoners for the purpose of torture. While he apologized for any mischaracterization or pre-judgment, he said that the greatest weapon the United States has against terrorists is its moral authority and commitment to the rule of law. He also clarified that the U.S. would continue to hand foreign detainees over to other countries for questioning, but only with assurances they will not be tortured. close
