Former Navy Secretary Donald Winter delivered the keynote address at a panel discussion on “Protecting the Seas: Maritime Security in the Asia Pacific, America’s Interests, and Asia’s Future.” In his remarks he talked about sea power and national security, emerging naval technologies and doctrine, and the protection of commerce on the high seas.
