Using statistics to support his argument, Senator Sarbanes, committee chairman, described the recession as getting worse. Unemployment rose in February 1991 in the highest one-month jump in four years, 8.1 million people are unemployed, and unemployment increased 45 percent in New England in the past year. Mr. Greenspan testified about the U.S. economy and monetary policy for 1991. He said that the reduced threat of inflation might make it possible for the Federal Reserve Board to cut interest rates, which would help the ailing economy by increasing borrowing and spending by businesses and consumers. close
