Treasury Secretary Timothy Geithner testified about the Obama Administration’s proposal to regulate the over-the-counter derivatives market. In his testimony he said the ease with which derivatives were bought and sold had encouraged financial institutions and investors to take on too much risk, and that government regulators were not given the proper tools to mitigate those risks and protect consumers. He also said the plan to stimulate the economy by spending on construction and other local projects was on the “expected path.”
