Witnesses testified about the implementation and enforcement of the REAL ID and the PASS ID Acts. The acts created minimum federal standards for identification cards as well as an interconnected system of state identity databases. They talked about resistance by states to provisions in the READ ID Act and ways in which the PASS ID Act would "fix"problems associated with privacy concerns.
