Transportation Secretary Ray LaHood and Federal Communications Commission Chair Julius Genachowski testified on ways to combat and manage distracted driving. New York Senator Charles Schumer also testified on legislation he introduced that would ban texting and cell phone usage, and withhold federal highway funds to states that do not comply with the law. During questioning Secretary LaHood compared laws to ban texting to seat belt and drunk driving laws. Other topics included enforcement issues. close
