Kenneth Feinberg testified on the procedures for the submission and resolution of individuals' and businesses' claims as a result of the April 20, 2010, explosion on the Deepwater Horizon oil vessel and subsequent oil spill in the Gulf of Mexico. In his testimony he said he works neither for the Obama administration nor for BP, but for the people of the Gulf Coast. He also told members that the fund would be ready to start processing claims by August. close
