Aviation, transportation, and government officials testified on the Federal Aviation Administration’s “NextGen” program, which would shift the method of air traffic control from a ground-based system to a satellite-based system of air traffic management. Michael Huerta talked about challenges in implementing NextGen but said the agency was committed to full integration in a timely manner.
