President Barack Obama gave the keynote address during the Congressional Black Caucus Foundation’s (CBCF) 43rd Annual Legislative Conference (ALC) Phoenix Awards Dinner at the Walter E. Washington Convention Center. In his remarks, he cautioned of “extreme factions” in Congress who want to shut down the government if the Affordable Care Act is not defunded, and accused them of “governing by crisis.” He also discussed college affordability as well as the need for gun control legislation citing recent mass shootings, and told the gathering that the nation should not “roll back” the civil rights gains achieved in voting rights and in the criminal justice system. close
