Inspectors general from the Homeland Security and Justice Departments and the CIA testified about system failures in intelligence and information sharing leading up to the Boston Marathon bombings in 2013. The witnesses agreed that a good system was in place, but they also said better collaboration between the agencies and between state and local officials was needed. CIA Inspector General David Buckley said the agency could have done a better job in looking at certain records that provided a fuller picture of the attackers. close
