Joint Chiefs of Staff Chair Martin Dempsey and his fellow service chiefs testified on Defense Department proposals for military compensation. They urged lawmakers to accept Defense Department proposals to slow the growth of personnel pay and benefits. In remarks, General Dempsey said delayed action on the pay proposals till 2015 would in fact cause a two-year delay.
