Witnesses testified about the practice of “cramming” wireless phone bills, in which consumers are charged for unauthorized third-party services. Terrell McSweeny, commissioner at the Federal Trade Commission, said that third-pary charges were a growing problem and the majority of victims were not aware of it as the charges appear to be normal charges. Vermont Attorney General William Sorrell called on federal regulators to address the issue as self-regulation wasn’t working. close
