Chairman of the Joint Chiefs of Staff Colin Powell spoke on “National Security in a Changing World,” on the American University campus. General Powell focused on the challenges to national security in a post-Cold War world. Gen. Powell also spoke on the issue of a ban on homosexuals in the military. He said that while an end of the ban would not cause “mass resignations” in the military, he was pleased President-elect Clinton would consult with him and other military leaders prior to ending the ban. He also said he would execute the instructions of the president and Congress when a decision on the matter was handed down. Following his prepared remarks, Gen. Powell responded to questions from members of the audience. close
