Mark Toner briefed reporters and responded to questions on a variety of topics, including the terror attacks in Paris and efforts to combat ISIL*. Questions focused on the refugee crisis and the threats by some states to block Syrian refugees from entering that state. Mr. Toner said that he did not yet know if states could legally block refugees but that State Department lawyers were looking into the legal ramifications.
