President Bill Clinton, Vice President Al Gore and Democratic congressional leaders spoke to a group of students on the White House lawn to introduce the Clinton administration’s campaign finance reform initiative. The president said the initiative would “level the playing field” between incumbents and challengers in political campaigns, and said the campaign system needed reform in order to make needed changes in the rest of American society. close
